Staff (as at present planned) and its duties when there is no human Plague in the Colony:
Two Assistant Medical Officers of Health,
Two Chinese Bacteriologists for the examination of rats.
Six First Class Inspectors.
One Clerk for Disinfecting Station.
Five Foremen Interpreters.
Five Chinese Foremen.
Twenty Artisans.
Forty Coolies.
Three Foremen Rat-catchers.
Thirty Rat catchers.
The two Assistant Medical Officers of Health will have their headquarters at two of the three District offices for the City (all of which are connected to the Government telephone service), the Assistant Medical Officer of Health on the staff taking the third office. Their duties will be to investigate all deaths occurring in their respective districts, to superintend the work of the Plague Inspectors and to obtain, by domiciliary visits, a knowledge of the most overcrowded and insanitary areas within the districts allotted to them. They will also be required to make special visits to the localities in which Plague infected rats have been found, reporting fully on the buildings within such infected blocks and superintending the disinfection and cleansing of such blocks. Should it be decided to institute a house to house disinfection throughout the Colony during the winter months, this work will also be under the superintendence of the Assistant Medical Officers of Health and they will be required to authorize the requisition from the Disinfecting Station of as many contractor's carrying coolies as may be needed for the removal of refuse from such premises. Each gang of from ten to fifteen carrying coolies shall be provided by the contractor with a foreman. All matters of importance coming under the notice of the Assistant Medical Officers of Health are to be reported without delay to the Medical Officer of Health.
The two Chinese bacteriologists will be engaged through the year in the examination of all rats caught or found in the Colony.
The six First Class Inspectors will be allotted to the twelve health districts, each Inspector working in two districts, and they will be under the general direction of the Assistant Medical Officers of Health of their respective districts. Their duties will comprise the examination of buildings for rat holes and rat runs, the service of notices upon owners in respect of the same, the supervision of the work involved in complying with the said notices and the prosecution of offenders in case of default, when so directed; for this purpose they shall in the first place, visit all those buildings within their respective districts from which cases of Plague have been reported during the previous Plague season, and shall then visit the remaining buildings as directed. They will also be charged with the duty of disinfecting and cleansing the blocks of buildings in which plague infected rats have been caught or found. House to house disinfection throughout the Colony, if instituted, will also have to be carried out under the direction of these officers.
The duties of the clerk at the Disinfecting Station will be to answer the telephones and to keep the store's books and the other Disinfecting Station records.
The Five Foremen interpreters will act as Interpreters for the above Inspectors and will assist in carrying out the work of disinfection and cleansing of rat plague infected premises and also the house to house cleansing and disinfection and will control the coolies employed in this work.
The five Chinese foremen, twenty artisans, and forty coolies will be divided into six gangs and will be employed in the disinfection and cleansing of rat Plague infected blocks, in the removal of ceilings and other fittings in such premises, and in the upkeep of the sanitary appliances.
